ते तं भुक्त्वा स्वर्गलोकं विशालं क्षीणे पुण्ये मर्त्यलोकं विशन्ति ।एवं त्रयीधर्ममनुप्रपन्ना गतागतं कामकामा लभन्ते ॥

te taṃ bhuktvā svargalokaṃ viśālaṃ kṣīṇe puṇye martyalokaṃ viśanti | evaṃ trayīdharmanuprapannā gatāgataṃ kāmakāmā labhante ||

Having enjoyed that vast heaven-world, when their merit is exhausted they enter the mortal world. Thus followers of the threefold Vedic way, craving desires, win only coming and going.

Original plain-language translation

Heaven is a wage, and wages run out — merit behaves like savings that spend down. Desire-driven worship buys transit, not arrival. Against this shuttle, verse 22 will set the devotee's different economy.
